EICR versus PAT Testing: Key Differences

A damaged extension lead in a busy office and an ageing consumer unit in a rental property can both create electrical risk, but they need different checks. Understanding EICR versus PAT testing helps homeowners, landlords and business owners arrange the right inspection, meet their responsibilities and avoid paying for work that does not address the real issue.

An EICR examines the fixed electrical installation - the wiring and equipment built into the property. PAT testing looks at movable electrical appliances and their leads. One does not replace the other. In many commercial premises and rented homes, both may be sensible as part of a wider electrical safety plan.

EICR versus PAT testing: the simple difference

An Electrical Installation Condition Report, usually called an EICR, assesses the condition of an installation over time. This includes the consumer unit, circuits, sockets, switches, fixed lighting, earthing and bonding, and the wiring concealed behind walls, floors and ceilings. The purpose is to identify deterioration, damage, poor previous workmanship or non-compliance that could lead to electric shock or fire.

Portable Appliance Testing, or PAT testing, concerns appliances that plug into a socket or are otherwise connected by a flexible lead. Examples include kettles, computers, monitors, vacuum cleaners, chargers, power tools, microwaves and extension leads. A competent person visually checks the item, then carries out suitable electrical tests where required.

Put simply, an EICR checks whether the electrical system supplying power is safe for continued use. PAT testing checks whether individual appliances using that supply are safe. A satisfactory PAT label on a laptop charger does not confirm that the socket circuit is safe. Equally, a satisfactory EICR does not prove that every appliance brought into a workplace is in good condition.

What happens during an EICR?

An EICR is a detailed inspection and test of fixed wiring. The electrician will usually need access to the consumer unit, sockets, light fittings and other parts of the installation. Some circuits may need to be temporarily isolated while testing takes place, so it is worth planning the visit around trading hours, tenants or essential equipment.

The inspection considers whether protective devices operate correctly, whether circuits are adequately protected, whether earthing arrangements are sound and whether there are signs of overheating, damage or unsafe alterations. It may also identify older equipment that was acceptable when installed but no longer provides the level of safety expected under current standards.

The report records observations using classification codes. C1 means danger is present and urgent action is required. C2 identifies a potentially dangerous condition requiring improvement. FI means further investigation is needed without delay. A report containing C1, C2 or FI observations will be unsatisfactory until the relevant issues have been resolved or investigated.

This is not simply a pass-or-fail exercise. A good report gives property owners a clear picture of the installation, explains priorities and helps them budget for remedial work. It can be particularly valuable before buying an older property, renovating, installing an EV charger or upgrading a consumer unit.

When is an EICR needed?

For landlords in England, an EICR is a legal requirement for rented residential properties at least every five years, or more often if the report recommends it. The landlord must also provide tenants with the required documentation within the relevant timescales and arrange remedial work where the report identifies issues.

Homeowners are not generally under the same legal duty, but an EICR remains a sensible precaution. A periodic inspection is especially worthwhile if a property is older, has had extensive DIY work, has recently been purchased, or shows warning signs such as tripping circuits, warm sockets, flickering lights or burning smells.

For commercial premises, the Electricity at Work Regulations require employers and duty holders to maintain electrical systems so far as reasonably practicable to prevent danger. There is no single inspection interval that suits every business. A small, low-risk office may need a different schedule from a workshop, kitchen, salon, holiday let or property exposed to damp and heavy use. The condition of the installation, working environment and type of equipment all matter.

What does PAT testing involve?

PAT testing begins with a visual inspection. Many faults are visible before a test instrument is used: cracked plugs, damaged cable insulation, loose connections, overloaded adaptors, missing strain relief or signs of overheating. The tester then selects appropriate checks for the appliance type, which may include earth continuity, insulation resistance and polarity.

Not every item requires the same test, and not every item with a plug is necessarily portable. Fixed equipment, such as a hard-wired hand dryer, may fall within a broader maintenance regime rather than routine portable appliance testing. This is why a competent assessment is more useful than applying identical labels and dates to every item in a building.

PAT testing is not a specific legal requirement by name for most businesses. However, employers, landlords and other duty holders have obligations to keep electrical equipment safe. PAT testing is a recognised way to demonstrate a proportionate approach, alongside user checks, visual inspections, maintenance records and prompt removal of damaged equipment from service.

How often should PAT testing be carried out?

There is no universal annual PAT testing rule. The right frequency depends on risk. A double-insulated desk lamp in a quiet office will usually face less wear than a power tool used daily on a building site. Equipment used by the public, regularly moved between locations or exposed to moisture needs closer attention.

A practical approach is to assess the environment, appliance type, frequency of use and previous fault history. Businesses should also encourage staff to report damaged leads, loose plugs and overheating immediately. Testing intervals are useful, but they should never become an excuse to ignore an obvious defect between visits.

For landlords, appliances supplied as part of a tenancy should be maintained safely. If a landlord provides a washing machine, fridge, kettle or microwave, PAT testing can help evidence that these appliances have been checked. It does not, however, replace the landlord’s obligation to maintain the fixed installation through a valid EICR.

Which test do you need for your property?

If your concern is the consumer unit, wiring, fixed lights, sockets or safety of the installation as a whole, you need an EICR. If you manage appliances supplied to staff, tenants or customers, PAT testing may also be needed. In a commercial setting, it is common to arrange both: an EICR at an appropriate interval for the building, plus an appliance-testing programme based on actual risk.

For a homeowner, PAT testing is rarely a routine necessity for personal appliances, provided items are in good condition and used sensibly. An EICR can offer far greater value where the age or condition of the fixed wiring is unknown. For landlords and businesses, the picture is broader because appliances are supplied to others and records may be required to demonstrate proper management.

It is also worth separating electrical safety from insurance assumptions. Insurers may request evidence of inspection or maintenance, particularly for commercial properties, but their requirements vary. Check your policy rather than assuming that annual PAT testing or a five-year EICR automatically meets every condition.

Why qualified inspection matters

Electrical reports should provide useful evidence, not just paperwork. An inspection that is rushed, poorly explained or unsupported by clear observations can leave property owners uncertain about what needs doing next.
